Expanding Women’s Access to Justice in Papua
In underserved Papua, we help women affected by violence access trusted legal, protection, and recovery services through stronger local institutions.
Papua is one of Indonesia’s most fragile and underserved regions, and the BERDAYA program operates there to strengthen access to justice, protection, and essential services for women.
Funded by the New Zealand Ministry of Foreign Affairs and Trade, the program works with provincial governments, local institutions, and civil society organizations to prevent and respond to violence against women, facilitate access to justice, and reform weak local protection systems.
Impact
Survivors of violence are obtaining legal assistance, protection, and recovery services through more responsive local institutions.
More than 700 survivors of violence have accessed legal, psychosocial, and case management services.
Provincial and local service providers are working more effectively with government agencies and civil society organizations responsible for survivor support.
Community-based reporting and support mechanisms are helping women in remote and underserved areas reach trusted services.

Working with Strategy in Combating Domestic Violence
APPROACH
BERDAYA combines reforming institutions with improving community-based legal services, strengthening local systems rather than creating parallel services. Through survivor-centered approaches, restorative justice, safe dialogue spaces, and politically sensitive engagement, the program helps women assert rights, access trusted support, and participate more fully in community life. Its long-term approach seeks to embed durable improvements within local justice and protection systems that can continue beyond the life of the program.
