Vietnam is rapidly transitioning into a digital and technology-driven economy, and lasting progress depends on expanding STEM education, growing the workforce, and crafting policies that balance growth with natural resource management.
In Vietnam, we partner with government agencies, the private sector, civil society, and regional and international institutions to strengthen transparent governance and shape systems to drive broad-based and sustainable economic growth, environmental resilience, women’s economic opportunity, and an export-focused tech economy.
Impact
Households accessed digital financial services
Nearly 400,000 household businesses and MSMEs received training, including 3,400 women-led businesses receiving mentoring to strengthen digital confidence, cyber safety, customer growth, and financial recordkeeping.
Businesses investing in environmental resilience
In addition, 10,000+ enterprises were surveyed to shape environmental resilience and low-carbon investment.
Students continued their education
Girls, people from disadvantaged communities, and STEM scholars received support to stay in school, build skills, and find jobs.
Enterprises improving trade facilitation
Additionally, 40+ agencies received support to improve trade facilitation, small enterprise finance, digital traceability, sustainable supply chains, and workforce innovation.

Accelerating the Growth of Women-led Enterprises
Women entrepreneurs in Vietnam often lack access to financing, markets, and digital tools; our programs help them access the skills and resources they need to build their businesses and reach new markets.
Building Small Business Cyber Resilience
Vietnam’s MSMEs and household businesses are rapidly adopting e-commerce, digital payments, social media sales, and platform-based services, but many remain exposed to phishing, fake websites, data leaks, platform fraud, and social media-based scams. While Vietnam has made strong progress on cybersecurity policy, protection remains uneven for smaller and informal businesses. With funding from Google.org, the APAC Cybersecurity Fund addresses this gap by strengthening practical cyber readiness, improving MSME-friendly guidance, and helping businesses participate more safely and confidently in the digital economy.
Opening Workforce Pathways for Young People
Vietnam’s shift toward a digital, skills-driven economy risks leaving behind youth from disadvantaged communities. Inclusive Workforce Pathways connects young people with scholarships, STEM support, vocational and future-ready-skills training, basic English, mentoring, industry exposure, job placement, and follow-up counselling to help them move from learning to earning. During more than 20 years of programming, TAF has supported more than 3,000 girls, 650 youth from disadvantaged communities, and nearly 400 STEM scholars, resulting in greater than 80 percent vocational job retention and 90 percent STEM graduate employment.
Connecting Local Farms to Global Markets
Vietnamese dragon fruit exporters have long relied on fragmented paper and computer records, making certification and provenance difficult to verify. The APEC Connect Empowering Local Agricultural Producers with a Global Trading Identity program piloted a blockchain-based app for red-flesh dragon fruit from Long An to Australia, recording production, treatment, phytosanitary status, and export information through QR codes. Farms with production-area codes and industry-standard processing have dramatically increased their revenue over that of farms not using the technology.
