Peace and Stability
Violence and entrenched conflicts continue to undermine security, governance, and long-term progress across Asia and the Pacific. Meanwhile strategic competition, transnational crime, and cyber threats are creating new risks.
Weak or contested institutions, limited state reach or legitimacy, gaps in justice and services, and too few channels for local voices—particularly women—can make disputes harder to resolve and peace harder to sustain. Addressing these dynamics requires practical support for peacebuilding, transitional institutions, responsive subnational governance, conflict mitigation, and conflict resolution from the community level to formal peace processes.
APPROACH
We work with governments, civil society, local leaders, and community partners to prevent violence, reduce conflict, and strengthen peacebuilding from the community level to formal peace processes. Our approach combines policy research, local initiatives, dialogue, training, and implementation support to address the factors that can lead to conflicts or make them difficult to resolve, including weak or contested institutions, limited state reach or legitimacy, gaps in justice and services, and too few channels for local voices. This practical support helps partners strengthen trust, improve local governance, and build more stable and resilient societies.

Amplifying Women’s Peace Actions

Building Trust to Prevent Violence
For more than a decade, the New Zealand-funded Community Security and Justice program has supported more responsive public service delivery and strengthened trust between communities and police to prevent violence and build resilience. It has transformed policing in Timor-Leste from a reactive, security-driven force to one that works with communities to prevent conflict and resolve disputes. Partnering with police, community leaders, and civil society, the program has expanded community police councils across more than 75 percent of the country, improved local coordination, and contributed to national reform. Backed by strong survey evidence, these efforts have strengthened trust in police, expanded access to justice, and enabled Timorese institutions and communities to lead in building safer, more resilient societies.
Building Community Resilience Against Violence and Extremism
Communities across Pakistan face growing risks from misinformation, polarization, and violent extremism. The Punjab Social Cohesion Project increased local resilience by supporting youth, community leaders, and civil society organizations to promote peaceful dialogue, critical thinking, and social cohesion. Working with government, educators, and grassroots partners, the program combined psychosocial support, peacebuilding, digital literacy, and public awareness campaigns to strengthen community resilience while building stronger partnerships between institutions and local communities.
