Justice and Rule of Law
Across Asia and the Pacific, good governance rests on four interconnected pillars: rule of law, access to justice, professional legal ethics, and representative lawmaking.
When there is weak rule of law and limited access to justice, it leaves many people without reliable ways to resolve disputes, protect their rights, or hold public authority accountable. Delays, power imbalances, uneven legal information, and distance from formal services can make justice costly, slow, or out of reach. When people cannot trust laws and institutions to work fairly, confidence declines and conflict becomes harder to resolve peacefully. Addressing these gaps is essential to effective governance, economic confidence, and long-term stability across the region.
APPROACH
TAF works with courts, legal professionals, legislatures, governments, civil society, and communities to make justice systems more accessible, trusted, and responsive to local needs. Across Asia and the Pacific, we combine institutional reform with community-based legal aid, mediation, legal awareness, and support for lawmaking and professional ethics. This emphasis on finding practical, context-specific approaches to generate locally relevant solutions to disputes and avenues for justice has been a hallmark of our strategy.

Strengthening Justice Systems to Expand Legal Access
Many rural and vulnerable communities in Lao PDR lack reliable legal support. We help strengthen legal aid and local dispute resolution services in underserved areas.
Expanding Access to Justice
The Advancing Access to Justice program in Sri Lanka worked to strengthen both formal legal institutions and community‑based mechanisms. Over decades, it contributed to the national institutionalization of legal aid through 77 state‑funded offices, supported a professionalized mediation system, and improved trust between communities and police—including training more than 4,500 Sinhala‑speaking officers in Tamil to improve engagement in conflict‑affected areas.
Providing Critical Research on the Trafficking of Children
As trafficking of children grows more complex in Nepal, we help generate evidence for policies and programs that protect children and respond to survivors’ needs.
Strengthening Pakistan’s Judicial System
To increase performance and public trust in Pakistan’s justice system, we help judicial institutions, universities, and legal professionals improve standards and eliminate barriers to access.
