Saurabh leads strategic growth and business development at Asia Pacific Consulting & Advisory (APCA), a subsidiary of The Asia Foundation. Previously, Saurabh was part of The Asia Foundation’s program team in India, where he worked on projects ranging from research on India’s trade footprint in Southeast Asia, the gig economy, and foreign policy to local governance capacity building.
Saurabh has a decade of experience in public policy, beginning in the Chief Minister’s Office of the State of Maharashtra, where he worked on policy reforms and public-private partnership development projects across sectors including water conservation, nutrition, legal reform, and infrastructure.
Saurabh has also worked as a management consultant specializing in government policy engagement with PricewaterhouseCoopers. He has worked with the Ministry of Ports, Shipping and Waterways, Government of India; the Goa Startup Mission; and state and city governments. He has led investment promotion initiatives for the states of Maharashtra and Goa and the new capital city of Amaravati, Andhra Pradesh, while also working on trade and export promotion policies.
Saurabh holds bachelor’s degrees in civil engineering and law, as well as a postgraduate qualification in project and engineering management.
