Program

Transforming Policy Through Locally Led Reform

To help reforms take hold in the Philippines, we work with local leaders to build coalitions that advance practical solutions to key public policy challenges.

For more than a decade, Coalitions for Change has helped shape some of the Philippines’ most significant policy reforms by supporting local leaders to identify opportunities, build coalitions, and navigate complex political environments.

Working across education, governance, economic development, environmental resilience, and rights and access for women and those with disabilities, the program strengthens the institutions and relationships that enable reform to succeed.

Impact

Supported more than 100 policy reforms across national and local government
Trained 500+ reform leaders in adaptive policy leadership and development entrepreneurship
Contributed to reforms spanning education, disability rights, disaster resilience, transportation, fiscal policy, domestic and community violence, and public sector governance

APPROACH

Coalitions for Change applies TAF’s development entrepreneurship approach: combining political analysis, adaptive learning, and broad-based coalitions to help locally led reforms gain traction and endure. Through its focus on strengthening reform leaders and institutions, the program has become an internationally recognized model for achieving sustainable policy change.
