Integrated Resource and Resilience Planning in Thailand

Developed by the Stockholm Environment Institute in collaboration with Thailand’s Ministry of Energy, the study introduces a modeling framework that evaluates energy pathways under uncertainty while incorporating environmental and social objectives. Using advanced energy modeling tools, the analysis assesses scenarios aligned with Thailand’s decarbonization targets, including carbon neutrality by 2050 and net-zero emissions by 2065. The IRRP approach goes beyond traditional least-cost planning by integrating resilience, stakeholder priorities, and risk considerations. Results identify robust, “low-regrets” strategies that perform well across diverse future scenarios, helping policymakers navigate uncertainties such as climate change and technological shifts. The report concludes with recommendations on sources of power generation and the deployment of advanced technologies that could be integrated in the development of Thailand’s Power Development Plan.
